Introduction and Summary

This volume of the Facilities Manual outlines the process for developing a capital project. A proposal advances to a capital project based on several factors, including the availability of funding and alignment with the strategic and academic plans. UCOP operates a step removed from campuses and academic medical centers (collectively referred to as “locations”), this volume of the UC Facilities Manual includes broad principles to guide the planning and development of a capital improvement project. Each location has procedures that expand upon and complement this volume. The University’s capital program is driven by the locations’ academic and strategic plan and informs the three core plans related to the capital program. The Long Range Development Plan (LRDP), Physical Design Framework (PhDF), and Capital Financial Plan (CFP) are interconnected planning documents that form the basis of a location’s capital program.

Chapter 1: Academic and Strategic Planning

This chapter links academic goals and enrollment projections to facilities needs. It guides the capital planning process in support of the University’s academic mission.

Chapter 2: Long Range Development Plans

This chapter governs campuswide physical planning through LRDPs, addressing land use, circulation, infrastructure, and growth to assure physical development aligns with long-term institutional goals.

Chapter 3: Physical Design Framework

This chapter reviews the PhDF, which outlines the principles and objectives for designing the physical environment, their relationship to the LRDP, and how they are integrated into project planning and design.

Chapter 4: Capital Financial Plan

This chapter addresses planning for non-academic and support facilities, including housing, parking, and services. It provides the process for integration of these uses with academic and campus plans. It covers the CFP outlines a location’s six-year capital investment strategy (the current fiscal year and next five years); it identifies proposed projects, funding sources, and priorities needed to advance academic, research, and public service goals.

Chapter 5: Environmental Issues and CEQA Compliance

This chapter outlines the University’s responsibilities under the California Environmental Quality Act. It explains environmental review requirements during facilities planning and project development.

Chapter 6: Pre-Design Phase

This chapter covers early project preparation activities, including feasibility studies, site analysis, and hazard assessments. It provides guidance for project scoping before entering formal design.

Chapter 7: Capital Planning & Real Estate Approvals

This chapter defines approval processes and delegated authority for capital project budgets, scope changes, and real estate transactions. It supports consistency with planning frameworks and financial controls.
